What is actually missing
Headcount, capability and the work that cannot wait are three different shortfalls.
What the Shift Actually Needs
The rostered number and the required number are different, and most operations cannot say which is which.
The Thing Only One Person Can Do
Every shift has capabilities held by exactly one rostered person. They are countable, the count is small, and the failure is entirely predictable.
The Work That Cannot Move
Most of a shift can slip by an hour. A small part of it cannot, and knowing which part turns an impossible morning into a solvable one.
Running the Day Short on Purpose
Sometimes the right answer is to run without cover. It is a legitimate decision, it needs to be made by somebody with authority, and it almost never is.
What a Short Shift Costs
The cost of an absence is reported as a day's pay. The real figure includes four other things, three of them land on somebody's account and one does not.
The People Who Absorbed It
Every uncovered shift is covered by somebody, informally and unrecorded. Tracking who absorbs it is the earliest warning the operation produces.
The Line You Do Not Cross
Some shortfalls are a judgement and some are not. Knowing which is which before six forty is the whole of the preparation.
